If you have mountain areas that you have already explored before the update, the Frost caves will not spawn there. They will only spawn in an area which you have not yet explored. Also they can be difficult to spot sometimes. Eventually you'll come across a mountain that will have like 8 or 9 Frost Caves.

These are so damn rare that I don’t want to have to find a new one—likely in a new world for just this one purpose. There are 2 types of lakes in frost caves. Frozen lakes and thawed lakes. There is currently no way of thawing frozen lakes. Thawed lakes are much rarer than frozen lakes and the cave fish spawn in these lakes only. My one piece of advice is to look up.
