eu4 doesn't have a smooth scaling for the GUI. But you have several options to make it playable: use a lower resolution; increase gui_scale in settings.txt (in Documents\Paradox Interactive\Europa Universalis IV or ~/.local/share/Paradox Interactive/Europa Universalis IV if you use Linux)
