I took it apart cleaned the board with rubbing alcohol, put it back in a new key fob assembly, and it still only locks and unlocks the truck...doesnt unlock or remote start the car.

Take a look at the small cover for the ignition lock cylinder. When you pull the key out it should shut. If you pull the key out and the cover stays open your remote will not work.When I put the key in the ignition it states to service the theft deterrent system and will not start the car. The key will open and lock the doors as well as open the trunk. What is really interesting is if I start the car with the other key fob, turn the car off, I can then start the car with the new remote fob (with OEM board / key).Just using factory key remote (fob). The windows will roll up or down by pressing 1. Unlock 2. Lock (within 3 seconds) If your windows are down when you turn off your car; exit the vehicle, close the door, and press lock an they will roll up automatically. Submit your Car for COTM!!!

So, replaced them both as per the manual. Mine no longer has the 0% message, and can do the same range that it originally did (plenty of range).
