When you replace the needle and seat, pull the bowl off and turn it upside down, when the level is correct, a 1/2" drill bit should "just" fit between the top of the float and the top of the bowl, and "look" perfectly level. Once you put it back on, you can fine tune the float level, but it should be pretty close.
