When you do VA, valve is at relaxed state, the stem is at highest position, its rocker arm can move freely without exerting any down force on the valve/spring. The hazard with valves too tight is the valve may not fully close, which can overheat it if it gets bad enough (and it's sometimes too late to correct when the symptoms make themselves apparent, without major engine work).
