I'd try to go in May for fewer people, though peak season is July and August. Sone coastal towns start gearing up a bit in May but definitely not crowded. Plus May is sublimely lush and beautiful. Soline beach is sandy and the rest are pebbles and in the water, a bot rocky. However, Biograd is the most family friendly holiday destination in Croatia IMO.
