The reason for that is because horse HP was just buffed in the current Chapter update... they had like 2k health before.. so I guess their generosity didn't extend to rhinos. You seem to be asking a question about balance. Balance applies to many things in life such as gymnastics, diets, the ecosystem etc. Balance does not apply to Conan Exiles.
TL:DR: The Thicker the Better. Thick hide drops from large beasts in the exiled lands like rhinos, elephants, gorillas, and bears. Try heading to the savannah in G7 and farming rhinos and elephants for thick hide. You’ll need to use a skinning knife on their corpse to collect the hide. A Rhino Calf is a creature in Conan Exiles.
