Well, I discovered the cause after half an hour of troubleshooting. Apparently the variable fDefaultFoV= controls the distance of the power armor UI display. I had it mirroring my main FoVs (1st/3rd person), which was 100. Removing it from my Fallout4.ini caused the HUD to scale properly with this fix.If your display isn't native 5120x1440, then you should change your desktop resolution first, in order to choose this higher resolution for your game.
