Subaru outback passenger window not working.
Take it in for warranty. Correct, if the fuse or relay were blown you wouldn't hear the motor. That the motor is trying suggests fuse, relay, switches, timer are all good - and they very rarely fail anyway. Though whatever you have is odd being so new, but sounds like the motor, linkage, transmission, bushings.
I've tried the following 'resets' using passenger controls in both ON and Accessory mode: Passenger window down halfway, back up and hold for a second (2013 manual). Remove the master switch panel from the door (again). With the connectors removed, locate connector D7, which is a rectangular connector with 16 pins. Connect one test lead of the meter, set to the lowest resistance scale, to a good ground on the car itself. (There might be some bare metal underneath the dashboard.)

Whether using passenger side control or driver side control, when we try to raise the window to the top (closed), it gets there but then suddenly lowers to half way. Any time we try to close completely it lowers back down to half way.
Dealer showed me how to reset. Start with the window up, then lower the window and HOLD the button down for 5 seconds, then raise the window and HOLD the window up for 5 seconds. After disconnecting the battery, charging it, and hooking it back up, I have some problems with the power windows. The Outback has been starting and running fine though. 1. The manual says just the driver's window, which will fix the driver's window.
