It's telling that they themselves need to use mods just to show off the new content. The problem, really, is that there's no underlying reason for the cims to actually go to parking lots in the first place. That's probably why it wasn't a default option. Not to mention they want over 100$ for all dlc lmao.In my downtown area I have built probably 10 underground garages by now, in addition to three large lots that people walk on a pedestrian back to the city from. In the end you need to have roads with clearly visible parking spaces. (white lines) It sounds as if you didn't do the second part.
