If you decide to trim the frame, and if yours is cast, I'd use a very fine, broad stone to do the work, and use light strokes. Most likely it would only take a few strokes anyway to fix just a few degrees. I'd do 2 strokes, check the fit, do 2 more, check the fit and so on. It is that close.
I have a FIE twin cylinder .22, that is very similar to the rough rider. With the weak iron sights, it shoots bulk 40gr Hi-vel lead LR's about a foot high at 20 yds. At 20 feet it's rediculous high. Maybe the factory set up the guns for 50yds, standard vel .22's, or lighter bullets or something.
