If not the cable clamp on the handle can be moved to give more pull on the belt. Or the belt can be broken.

Feb 12, 2020 / Timemaster starts with pull rope but not with electric start. #1. Mower has 8.75 TP engine. Worked fine for 8-9 seasons (my lawn only). Now engine will not start with electric starter but give it a good pull and it starts right up. Starter solenoid is engaging and engine is turning over but won't start. Battery is new also.

Second one worked great for about 30 minutes and a belt fell out and could not be used anymore. Called toro and all they said was that there were no recalls, sorry.
